In-depth identification of the institutional structure necessary to be established within the Hungarian Public Administration for the future effective programming, management and control of the pre-accession instruments (ISPA and SAPARD) and upon Hungary's future accession to the EU, the Structural and Cohesion Funds. This includes support for the development of the NUTS II-level region development councils and agencies. Support was given to the preparation of the National Development Plan, Sectoral Plans and the 7 NUTS II regional development plans. Training was provided to regional policy actors at national, regional and local level in the programming and management of Structural Funds.
