The project aims at strengthening regional self-government and improving management of public affairs between the federal, regional and municipal levels of government. This is achieved through the provision of advice on policy, economic, international and Russian legislative affairs. Project components include a) improving quality of federal and regional legislation ;b) developing economic policies at regional level, decentralisation ; c) increasing transparency and open dialogue in economic relations and resource allocation between federal and regional administrations ; d) providing assistance in transferring anti-crises management expertise into management of sustainable regional economic development.
