Provision of programming and strategic planning advisors responsible for preparation of a consolidated draft Financing Proposal for 1998 and outline for 1999. Preparation of project and programme specifications with a view to rapid implementation. Responsible for ensuring that relevant proposals are in accordance with EC Phare requirements including drawing up of project fiches, implementation schedules and log frame matrices.
